Electronic voting (§ 14b)
Electronic voting lets owners cast their vote from a phone or computer without physically attending a meeting. OpenResi meets all requirements of § 14b of Act No. 182/1993 Coll.
When to vote electronically
When creating a vote, the chairman selects the "written" type (per rollam). In such a vote:
- You cast your vote with a single click in the app
- You do not need to attend a meeting
- The application automatically records the choice, time and share
During electronic voting, the chairman can also record paper votes in parallel from owners who do not have access to the app. Details in Paper voting.
Creating a vote (for chairmen)
- Open the "Voting" section in the side menu
- Click "New vote"
- Fill in the form:

- Save as "Planned" (draft) — you can come back and adjust the details
- Once everything looks right, switch the state to "Active" — owners receive an email and can vote
As soon as a vote moves to the "Active" state, you cannot change the title, description or options. This ensures all owners vote on the same wording.
How voting proceeds
After activation:
- OpenResi sends all owners an email with a link to the vote
- Owners vote on their own (instructions in Voting as an owner)
- After each vote OpenResi sends a confirmation email to the owner (mandatory under § 14a sec. 5)
- The chairman can track the number of votes cast in real time, but not their content (before closing)
Audit and trustworthiness
Every vote has an audit hash — a short alphanumeric code that uniquely identifies the record. The hash is shown:
- To the owner in the app immediately after voting
- In the confirmation email
- In the voting minutes (PDF) after the vote is closed
The hash serves to verify that the vote has not been altered. If an owner later disputes the result, the exact record can be located in the database by its hash.
Changing a vote
An owner may overwrite their vote at any time while the vote is in the "Active" state. Once closed, the vote is locked.
On every change OpenResi:
- Sends a new confirmation email
- Keeps the original vote in the audit log (it is not deleted, only marked as outdated)
Closing
A vote closes automatically once the deadline (endsAt) elapses. The chairman may also close it early — useful, for example, at 100% turnout or when the result is unambiguous.
After closing:
- Votes can no longer be changed
- OpenResi computes the result according to the selected quorum type
- The download of the voting minutes (PDF) becomes available — see Evaluation and results
