Vote evaluation and results

OpenResi evaluates results automatically once a vote is closed. This document explains how votes are weighted, what quorum types exist and when a resolution is valid.

Principle: one unit = one vote

Under § 14 sec. 4 of Act No. 182/1993 Coll., each unit has one vote. If a unit has multiple co-owners, they either agree among themselves or OpenResi evaluates their choices automatically based on shares — see Co-ownership.

Vote weighting

When creating a vote the chairman chooses the weighting method:

Method	Slovak name	How the vote is weighted
per_share (default)	"By share"	The vote has weight equal to the ownership share (e.g. 1/96 of the building). This is the statutory default for most votes.
per_flat	"One unit one vote"	Each unit has the same weight (1), regardless of its size. Usable for organisational matters, for example.
per_area	"By area"	The vote has weight equal to the usable floor area in m². Suitable for cost allocations, for example.

The default is "per_share"

If you are not sure, leave "By share" — it matches the standard statutory rule. Use other methods only if you have a legal justification (e.g. in the HOA bylaws).

Four quorum types

When creating a vote the chairman chooses the quorum type — the rule that determines when a resolution is valid:

Silence ≠ Against

Under Slovak law: those who do not vote do not have their voices counted as AGAINST. OpenResi respects this rule — inactive units in "simple_all" and "two_thirds_all" quorums are simply not counted as AGAINST, but they prevent the threshold from being reached.

For Czech legislation

The Czech Republic applies the opposite rule ("silence = AGAINST"). OpenResi has this option ready and enables it on Czech installations.

When are results visible

This rule protects fairness — an owner who has not yet voted does not see the standings, so they cannot be influenced by them.

What the results contain

After a vote is closed, its detail view shows:

1. Overall result

• Resolution status: PASSED / NOT PASSED
• Ratio of FOR / AGAINST / ABSTAIN — in percentages and in shares (e.g. "FOR: 67.3%, i.e. a share of 4523/6720")
• Quorum status: Whether the threshold required by the selected quorum type was reached

2. Breakdown by unit

A table with all units within the scope of the vote:

3. Download the voting minutes (PDF)

The "Download minutes" button generates an official PDF document with:

• Vote details (title, dates, initiator)
• The overall result
• A table of votes including shares
• The audit hash of each vote
• Citations of § 14 and § 14b of Act No. 182/1993 Coll.

The voting minutes are a document of legal weight — keep them safe.

Early closure

The chairman may also close a vote before its deadline if:

• 100% turnout has been reached
• The result is unambiguous and additional votes will not change it
• The initiators (board or quarter of owners) agree

After closing the result is locked

As soon as a vote moves to the "Closed" state, the result is no longer recalculated — even if additional data later emerges (an incorrect share, a recording error). Any disputes are resolved by filing a complaint or a lawsuit.
